Both data and metadata are ENABLERS of power (as physics understands it - energy to do work). This is because they are both information. You need information in order to determine the importance and reputation of something (i.e. to profile it), in order to determine your resource allocation towards it (investing time, attention, money, banner impressions, spam emails, or whatever) - i.e. information is needed for you to make the most efficient possible resource allocation towards an object (in this case, Scoble, his social graph, and the objects within)
Both data and metadata are important in this regard, but more generally, it's INFORMATION. The more you have, the more efficiently you can use your resources (e.g. your advertisers' purchased banner impression allocation, or your marketing budget, or whatever) hence why google, the information kingpin, is in such a nice position, long term. It can be hyper-efficient in how it uses its resources to sell you stuff. In a world of natural selection (like the business world), maximising your efficiency is really the only thing that counts, alongside gathering more resources to do work with.
