Alan - you can see the two optimal solutions in operation on the web already, and have been able for some time. Sites that are interested in building a loyal audience are moderate with their advertising -e.g. Facebook while those that are not hit you with all kinds of garbage - e.g. many ring tone and adult sites.
As a user I distinguish between sites I know and expect to be moderate, which constitute 95% of my surfing and sites where I don't know and half expect to be bombarded with ads. Given there is rarely anything of interest in the sites with immoderate usage I don't go to them very often and hence don't really feel the need for ad-blocking software. This provides a way through the dilemma you describe without the need for complicated payment systems. I suspect maybe I am not that unusual (but then again....) lol Nic

But you are right re this evolution already happening, facebook is a v good example of a company rapidly running left on its Laffer curve. I do like the concept of micro transactions paying me whenever I see Ads though |
