I think the free 50 twitts / per day, 100 followers, then pay for "professional" account if someone needs to scale these numbers up would work best... but with the option of identi.ca (which can be downloaded in order to create your own twitter), would you think people'll buy it ?
I think revenue models are most likely to make sense in tying it into the use of the infrastructure... Keep a ratio based model that remains free - since someone with a ridiculously big following should be allowed to follow all those people back.. but then if you wanted to follow more people than follow you, that's like doing market research, and for a price, you should be able to pay for that option - depending on how much more people will pay, for the priviledge of being able to follow lots more people than that follow them..
